No more secret power deals, Jinapor says every PPA will be a click away: ‘Anyone who wants one can go and download it

Dr. John Abdulai Jinapor, the Minister of Energy and Green Transition, has promised that power purchase agreements (PPAs) will be more open. He said that his ministry would make a website where all of these contracts would be available to the public, saying, “Anyone who wants a power purchase agreement can go there and download it.” He said these things during a working visit from the Open Government Partnership (OGP) Caucus. He said that reforms to make things more open are important for accountability and that laws have already been passed to control how power is bought. Dr. Jinapor also said that the ministry has sent all of the PPAs to Parliament and is renegotiating at least one deal that was made by a previous government. He stressed that keeping these contracts secret has historically led to inefficiencies and higher costs for consumers. The OGP delegation, led by Vice-Chair Alexander Akwasi Acquah, said that reforms are still going on under Ghana’s National Action Plan to make it easier for people to see and understand PPAs. These reforms may include changes to the Public Utilities Regulatory Commission’s powers to make sure that power-sector contracts are open and honest.
