Payment Without Evidence? Minister Pushes Issue Back to Audit Service & Courts
Nartey, Samuel, payment of GHS6.7 million to Smart Infraco Limited in December 2023 was made under his predecessor, not under his government, according to George, Minister of Communication, Digital Technology, and Innovations. Due to the absence of supporting documentation, proof of services delivered, or an explanation for the spending, the payment—which was meant for a connection platform—has raised audit issues. “My ministry has ensured accountability by requesting all documentation from NITA, the implementing agency, which has submitted a project closure report to the Audit Service for verification,” Mr. George said in a November 3 speech before the Public Accounts Committee (PAC). He went on to say that the ministry would respond to any questions the auditors may have. Smart Infraco disputed receiving the cash, arguing that the Auditor-General’s report misclassified the transaction, according to MP Davis Ansah Opoku. George reaffirmed his dedication to public transparency, emphasizing that the Auditor-General’s report—rather than the company’s statements—should serve as the basis for decisions and that any disagreements made by private parties need to be resolved in court.
