Annoh-Dompreh: DACF Guidelines Flout Constitution (Parliament’s Allocation Formula Must Prevail)

Frank Annoh-Dompreh says that the Minority caucus is against the 2025 District Assemblies Common Fund (DACF) Guidelines because they are worried about the constitution, not because they don’t want development to happen. He said that Article 252 of the 1992 Constitution gave Parliament the sole power to decide how the Fund is shared among the 261 Metropolitan, Municipal, and District Assemblies. He also said that Parliament had already approved the 2025 DACF formula. He says that the Ministerial Guidelines set fixed percentages for national spending that are not part of the approved formula, and that administrative orders cannot go against a decision made by Parliament. He said he supports investments in markets, sanitation, education, and health, but he also said that changing the formula through executive action goes against the Constitution, the separation of powers, and decentralized government. He urged the government to make sure the Guidelines are in line with the formula approved by Parliament.
