Kufuor Proposes Second Chamber (Calls for Non-Partisan ‘House of Wisdom’ in Parliament)
John Agyekum Kufuor has suggested that Ghana should have a second chamber of Parliament made up of traditional leaders, religious leaders, academics, trade unions, and retired public servants who have done well in their jobs. He says that Ghana’s current system of government is not good enough to ensure good governance. He said on the AM Show that the proposed group, which would have about 50 to 60 members, including former senior public officials like Chief Justices, Inspectors General of Police, and Chiefs of Defense Staff, would be a non-partisan “house of wisdom and experience” that would give independent advice on national issues. He said that the chamber would discuss things in public, unlike the Council of State, which meets in private. He also dismissed worries about the cost of running the government, saying that good governance needs money. Ghana currently has a unicameral system under the Parliament of Ghana within the Fourth Republic of Ghana. Even though there have been discussions about constitutional reform that have brought up similar ideas, no formal steps have been taken to set up a second legislative chamber.
