Okada Revolution Loading: Riders to Take Oral, Theory & Eye Tests Under New Law!

According to the Driver and Vehicle Licensing Authority (DVLA), the government is creating a thorough framework to legalize and oversee the Okada, or commercial motorcycle transport industry. This comes after tricycle operators, known as Pragia, staged a demonstration in Kumasi last week, during which riders appealed for official recognition and appropriate regulation of their operations. The DVLA’s Deputy Director for Planning, Monitoring, and Evaluation, Kelvin Caternor, said that the proposed revisions are meant to improve road safety standards and professionalize the industry. On Sunday, November 23, 2025, he spoke at the “Motor Riders Day Rally,” which was organized by the National Christian Men’s Forum, a project of the Full Gospel Business Men’s Fellowship International, in collaboration with eleven Christian men’s organizations.The purpose of the event was to inform motorcyclists about the new regulatory framework under development. “To ensure he becomes a responsible road user, the commercial rider who obtains a license will have to pass an oral exam, a theory test, and an eye test,” Mr. Caternor said. In order to facilitate identification for law enforcement, each motorbike will also be assigned a unique registration plate.Both riders and passengers will need to wear helmets with unique identifying numbers. These steps are intended to preserve Okada riders’ livelihoods, improve accountability, and professionalize their operations,” he said.
