SOCIAL DEMOCRACY WITHOUT SUBSTANCE: THE HARD TRUTH ABOUT THE NDC AND THE PROVEN RECORD OF THE NPP

Since the inception of the Fourth Republic, the National Democratic Congress (NDC) who claim and pride themselves of being Social Democrats have never initiated and successfully implemented any sustainable social intervention or policy in Ghana which has impacted and benefited majority Ghanaians. This is not a casual accusation; it is a conclusion drawn from over thirty years of democratic governance since January 1993. Ideological branding cannot substitute for policy outcomes, and in the critical area of social protection, the NDC’s record remains strikingly thin.

However, the New Patriotic Party (NPP) has always put Ghana first in its decisions and has repeatedly demonstrated, through policy and practice, a commitment to people-centered development anchored in good governance. NPP as a selfless party and not selfish always considers the majority of the Ghanaian population and not just a fraction of party people, family and friends. This fundamental difference explains why the NPP’s policies are national in nature, institutional in structure, and enduring in impact. While others speak the language of social democracy, the NPP has practiced it in action.

The NPP has proven to be the only party that can bring sustainable development to Ghana. NPP is the only party whose policies and initiatives through good governance and leadership have benefited all or majority Ghanaians. The National Health Insurance Scheme (NHIS), introduced in 2003 and implemented in 2004 under President J.A. Kufuor, stands as irrefutable evidence. By abolishing the discriminatory “cash-and-carry” system, the NHIS now covers approximately 95% of common disease conditions, including malaria, diabetes, hypertension, and maternal healthcare, and has served millions of Ghanaians across all social classes including the vulnerable and the marginalized.

Equally transformative is the Free Senior High School (Free SHS) policy, implemented in September 2017 under President Nana Addo Dankwa Akufo-Addo. Since its introduction, senior high school enrolment has increased by hundreds of thousands, expanding access to secondary education for students from poor and middle-income households alike. This policy did not benefit a party base; it has benefited the nation’s human capital, future productivity and has converted education from being a privilege to right.

And so many other social interventions reinforce this record: the expansion of LEAP cash transfers, the School Feeding Programme, Planting for Food and Jobs, One District One Factory, and the Ghana Card system. These are not symbolic gestures; they are national in scope, institutional in design, and development-oriented in outcome.

Therefore, the NDC who profess to be a social democrat party should learn and seek tutelage from the NPP in how to initiate and implement long lasting social interventions or policies that benefit all because they have failed fundamentally as Social Democrats. In a republic where performance is the ultimate test, the contrast is unmistakable: the NPP delivers, while the NDC merely declares.
