Gov’t Launches Public Service Recruitment (Despite High Wage Bill, Fiscal Constraints)

Dr. Cassiel Ato Forson, the Minister of Finance, has said that the government has started the process of hiring people to work in the public sector. This is part of an agreement with Organized Labour that was made on November 9, 2025, and is meant to increase the number of staff in state agencies. This is despite the fact that the government had to borrow GHS 17 billion in 2025 to pay a GHS 78.9 billion compensation bill, which pushed the compensation-to-tax revenue ratio up to 44%, above the ECOWAS benchmark of 35%. The Minister stressed that the new hiring drive will stay within budget limits, even though the wage bill was higher than the available non-oil tax revenue after paying off debts and meeting other legal obligations.
