Ghana Water Reassigns 41 Managers (Crackdown on Illegal Connections, Discipline Boosted)
As part of efforts to stop illegal water connections and improve discipline at the utility, Adam Mutawakilu, the Managing Director of Ghana Water Limited (GWL), has said that 41 district managers will be moved to new jobs by January 15, 2026. Mr. Mutawakilu said that after an internal performance review, they had to take action because they kept failing to deal with operational issues, especially unauthorized water connections. He said, “Any illegal connection has something to do with the staff of Ghana Water Limited.” We have let go of a number of employees since this operation began. Illegal connections have cost a lot of money and made it harder to provide services. Between late 2024 and mid-2025, there were more than 2,700 cases of this in the Accra-Tema Metropolitan Area, along with theft of water meters and direct tapping into pipelines. Management set performance goals for all 103 district managers in May 2025. By November, 41 of them had not met those goals, which led to the reassignments. Mr. Mutawakilu said, “The things that are happening in their areas are clearly their fault.” They couldn’t instill the discipline that was needed,” and he added that the steps are part of bigger changes to improve accountability, restore public trust, and warned staff that those caught helping people make illegal connections will face strict consequences.
