Speaker Directs Anti-LGBTQ Bill Back to Parliament (Bagbin Says All Rules Met for Reintroduction)

Alban Sumana Bagbin, the Speaker of Parliament, has told the Business Committee to put the Human Sexual Rights and Family Values Bill, 2025, also known as the Anti-LGBTQ Bill, on the House’s agenda for consideration. This is because he believes it meets all of Parliament’s Standing Orders’ constitutional and procedural requirements for reintroduction. The Eighth Parliament passed the bill in February 2024, but it lapsed without the president’s approval. It was first introduced in 2021 as the Promotion of Proper Human Sexual Rights and Family Values Bill. The Attorney-General’s Office, the Ministry of Justice, and the Committee on Private Members’ Bills and Private Members’ Motions all looked over the bill and agreed that it followed Articles 106 and 108 of the Constitution and did not charge public funds. Speaker Bagbin then said it could be reintroduced. Nine MPs have said they want to support the bill, so it will now be put on the agenda for the Ninth Parliament to look at.
