Lands Minister: No State Land Deals Without My Approval (New Controls to Boost Transparency)

Emmanuel Armah-Kofi Buah, the Minister for Lands and Natural Resources, has said that no one in Ghana can buy or sell state land without his permission. On February 16, 2026, he announced the measure and said it was based on suggestions from a committee set up in June 2025 to look over public land leases and transactions. It is also part of the government’s larger “Resetting Agenda” to improve transparency, accountability, and regulatory oversight. Mr. Armah-Kofi Buah stressed that state land allocations only give beneficiary institutions the right to use the land. Now, before they can make transfers, leases, partnerships, or redevelopments, they must get permission from the minister. This is to stop irregularities, stop unauthorized disposals, and protect public assets.
