Kwabena Donkor: COCOBOD Model Outdated (Calls for Regulatory Overhaul as Sector Reels)
Kwabena Donkor says that the Ghana Cocoa Board (COCOBOD) is no longer useful in the cocoa economy and is a bad example of corporate governance because it is both a regulator and a market player. On the GTV Breakfast Show on February 24, 2026, he compared Ghana to Côte d’Ivoire, which changed its cocoa board into a regulatory body only, which led to higher productivity. COCOBOD has had economic problems because it relied on syndicated loans and forward sales, which meant that the state had to pay off the debts. For example, over GH¢4.3 billion was sent to the Ministry of Finance, and GH¢5.8 billion was restructured with the Bank of Ghana. The organization has started making changes in the sector to deal with the crisis.
