Minority Vows to Defend Constitution (Will Challenge Any Override of DACF Formula)
Frank Annoh-Dompreh has said that the Minority Caucus is dedicated to protecting Ghana’s Constitution in the fight over the 2025 District Assemblies Common Fund (DACF) Guidelines. He also said that they will fight any violation of the Constitution. He said that the DACF is protected by the Constitution and that only Parliament has the power to decide how to divide it up according to Article 252 of the 1992 Constitution. He says that the Ministry of Local Government’s Guidelines set fixed national spending percentages that are different from the formula approved by Parliament. This could lead to parallel allocation structures that make it harder for Metropolitan, Municipal, and District Assemblies to distribute funds fairly and maintain their own financial independence. He went on to say that the Minority will use parliamentary procedures, legal action, and public advocacy to fight any attempt to change the approved formula. He also said that development must follow constitutional requirements.
