Minority to Table PFM Amendment Bill (Seeks Tighter Controls on Public Spending, NDPC Oversight!)
To make sure that public spending is more accountable and disciplined, the Minority in Parliament wants to introduce the Public Financial Management (Amendment) Bill, 2026. The Private Member’s Bill wants to change the Public Financial Management Act so that money can only be used for projects that are in line with the national development priorities set by the National Development Planning Commission (NDPC). Kojo Oppong Nkrumah, the MP for Ofoase-Ayirebi, said that the change would stop the Finance Minister, Dr. Cassiel Ato Forson, from funding MDAs and MMDAs for projects that had not been approved. Camillo Pwamang, the Deputy Clerk of Parliament, said that it would require annual development progress reports to be published before budget approvals and expenditure warrants, making NDPC-certified plans necessary for budget planning.
