Annoh-Dompreh: Clear GH¢7bn DACF Arrears (Calls for Audit, Repayment Plan, Fiscal Discipline)
Frank Annoh-Dompreh has called for a structured medium-term plan to clear District Assemblies Common Fund arrears estimated at over GH¢7 billion, stating that resolving the backlog requires concrete measures. He proposed an independent audit by the Auditor-General to verify arrears from 2014 to date and publish a certified arrears figure, followed by a three-to-five-year amortisation plan that ring-fences a fixed percentage of annual revenue growth for repayment. He stressed that arrears payments must not be treated as current-year compliance with constitutional requirements and recommended statutory limits to prevent arrears from being rolled over beyond one fiscal year, warning that persistent backlogs undermine fiscal credibility and district planning.
